This trial tests if two drugs, nivolumab and ipilimumab, can shrink tumors in patients with advanced liver cancer who haven't responded to other treatments. These drugs help the immune system attack and kill cancer cells.

The primary objective is to determine the clinical efficacy of treatment regimen in terms of objective response rate (ORR). Additionally, to characterize the safety and toxicity profile of the study treatment as measured by the adverse event rates.
